Windows 10: Windows 11 on 23H2 stutters under any load

Hello.My system has started stuttering recently, so badly I can barely use it without getting annoyed to hell. Here are my specifications:i7-4770 3.40GHz 64bit14GB RAM DDR 3NVIDIA GeForce GTX 980And an SSD 500GB split for two partitions, each filled about 1/3 through.My graphics driver isnt causing the issue, I tried the newest ones, uploaded today 12th may and after a bit of googling tried a "stabler" version which also didnt help. Neither is my hardware bad, it worked just fine with high 2015 game settings, now stutters even in a 2008 oldie on lowest. I also tried a system restore point, S

Windows 11 stutters on application loading

Hi everyone. Laptop returned from Lenovo Support. They said there is no hardware issue with the laptop and they reinstalled the entire OS and installed every newest driver and bios by themselves. Lenovo Vantage app says now that my laptop is up to date.

I found out that the general "stuttering" feeling of the laptop was actually just me being stupid... It seems when you first time launch a game Windows 11 automatically switches from 165Hz to 60Hz, resulting in a "slow" and "stuttery" feeling. Once I found out about that and set resolution for each GPU the laptop feels smoother now.

The mouse and app stuttering seems to still happen though, but it is less often and seems to have repro. Mostly I see stutters when opening some older applications that don't require GPU switch, eg. Tomb Raider IV (1999). Stuttering also becomes more noticeable when laptop is running on battery.

In Event Viewer logs there are no clear errors apart from:

There is also one application hang from dwm.exe, but I was opening GIMP and closed it while it was still loading, so I honestly think it was because of that and not because of drivers or anything. Anyway:

I don't have any dumps on this install btw.

Interesting enough I don't notice stutters happening along with those events so I don't think they're related to them. My best bets atm are:

- Either TPM is still causing slowdowns on AMD CPUs even with newest BIOS (I think it's better but not perfect)

- Windows 11 changed its memory management and applications seem to stutter on loading and unloading.

- GPU drivers for AMD Radeon & NVIDIA Geforce are still rather experimental (honestly the GPU switching feels worse than Intel&Nvidia Optimus duo from my old laptop)

- DWM.exe is still prone to crashes due to all the recent Windows 11 UI changes

Either way while it's not perfect it's better than it was and I don't have GPU driver crashes or errors anymore.

If you guys have any idea why these occasional stutters still appear (esp on battery) then please let me know.

Also if you know if Windows 11 can run okay without TPM let me know as well. Internet seems to have contradicting info about it often mixing cyber security with actual OS stability. I would like to try turning it off to see if there's really any difference (AMD seems to have issues with TPM).

 

Cannot install Windows 11 23H2

The build number 22631.2506 implies the device has been upgraded to 23H2 already.

Here are the version/build numbers for Windows 11.

• 22000.xxx is 21H2

Games stuttering after upgrading to Windows 11

I have since I have upgraded to windows 11 I have been seeing stutters in my games and large FPS drops. Games run fine for first few minutes and start stuttering only to get normal again for a some time. I know the issue is not in the graphics settings or hardware as everything was running smooth in Windows 10. Even GTA IV has started to stutter. Here's what I have tried:

• Looking at task manager while gaming to see if any of my GPU/CPU/RAM are reaching their max when stuttering starts in Red Dead Online. Found no behaviour out of the ordinary, RAM was always at 80% capacity with discord and the game open. I don't know if that's the issue.
  
• Turning off GameDVR settings from System Registry.
  
• Uninstalling drivers and reinstalling newer ones from the custom installation option in Nvidia GeForce Experience.
  
• Turning off Memory Integrity.
  
• Toning down in game video settings.
  
• Installing vulkan renderer for GTA IV.
  
• Turning off Real Time security.
  
• Turning off Game mode.
  
• Turning on high performance mode in control panel and from the manual keys in my Lenovo Legion Laptop.
  
• Cleaning the air vents and putting it on an elevation supported by a few poker chips on each corner for better airflow.
  
• Turning off every third party process from Task Manager that I could before playing games.
  
• Updating Windows 11, eventually updating to 23H2 but the problem still persists.
  

My PC specs (Lenovo Legion 5 Gaming Laptop):

• 16 Gb RAM
  
• 4 Gb Nvidia GTX 1650 Ti Graphics card
  
• 4 core Intel i5 processor ( I don't know what gen)
  

There was no performance issues in my games in Windows 10. I have missed the 10 day mark of reverting back to Windows 10, I don't want the hassle of reinstalling it. I have seen others on Windows 11 having good gaming performance so I think Windows 11 could still be fixable for me. Thank you for reading and attention any reply and suggestion would be appreciated.
