Windows 10: Unable to Activate Windows 11 Pro – Error Code: 0xC0000022

I am reaching out for assistance regarding a persistent issue with activating my copy of Windows 11 Pro. I have attempted activation using both a valid product key and the built-in troubleshooter, but I keep receiving error code 0xC0000022. I have also tried all the recommended steps including using the slmgr command, running SFC and DISM scans, and updating my system protection software. Unfortunately, the issue still persists, and I am unable to activate my Windows license. The troubleshooter doesn't give me any option as in step 2-2. It only tells me that we can't activate Windows on this unit now and returns that 0xC0000022 code.

Software Protection triggers error 5.

sfc /scannow didn't help.

slui.exe 4 doesn't do anything.

DISM didn't help either.

My user wasn't listen in that Administrator user account, but adding it didn't help.

Did a refresh too, but I still get that error.

I get a permanent message on the lower right side of my screen telling me to go to settings to activate Windows, but then I only get that 0xc0000022 code and 0xC004F012.

What should I do next?
