Windows 8.1 PRO unable to unlock Bitlocked drive

I used a Bitlocker in Windows 8 PRO to Lock my Internal SATA Drive. I have formatted my PC twice in past and I was able to unlock it after each fresh installation of Windows 8.

But Recently I did a fresh Installation of Windows using same Software and CDKEY. This time I did upgraded to Windows 8.1 including all the latest patches.
Problem is When I click on my Drive, Windows give me the message " DO YOU WANT TO FORM IT" When I do click Cancel. I do the following message "The
volume does not contain a recognized file system....."

I have done fresh installation of windows several times before but never had this issue. I was always able to restore security settings and unlock my drive using BITLOCKER.

I have tried to unlock the drive with just Windows 8 pro and the problem persists.

Additional Info:
- Control Panel > BitLocker, Software no longer shows my drive under it.
- Hardware specs remain the same before or after the issue.

Any tech support would be great.

As you can see BitLocker Option is not highlighted for selection. It's like Windows does not even recognize this drive as a locked drive. And this drive does contain lot of Data.

 

Bitlocker cannot set up

Here are several steps you can take to resolve this issue:

1. Mark Partition as Active

1. Press Win + R to open the Run dialog.
   
2. Type diskmgmt.msc and press Enter to open Disk Management.
   
3. Right-click on the target drive where you want to enable BitLocker.
   
4. Select "Mark Partition as Active" and confirm the action.
   

2. Repair the MBR and Rebuild the BCD File

If the Master Boot Record (MBR) and BCD files are corrupted, you can encounter this error. Follow these steps to repair them:

Repair MBR

1. Download and install MiniTool Partition Wizard.
   
2. Launch the software and select the target disk.
   
3. Choose "Rebuild MBR" from the left panel.
   
4. Click "Apply" and confirm the action.
   

Rebuild BCD

1. Boot into the Windows Recovery Environment.
   
2. Go to Troubleshoot > Advanced options > Command Prompt.
   
3. Type the following command and press Enter:
   
   
4. Follow the on-screen instructions to complete the process.
   

3. Make BCD Point to the Correct Path

1. Open Command Prompt as an administrator.
   
2. Execute the following commands to ensure the BCD entries point to the correct partitions:
   
   
3. For the "Resume from Hibernate" entry, note down the "identifier" value and execute:
   
   
   Replace {identifier} with the actual identifier value.
   

4. Use the bdehdcfg Command

The bdehdcfg command can prepare your drive for BitLocker by creating the necessary partitions:

1. Open Command Prompt as an administrator.
   
2. Use the following syntax to prepare the drive:
   
   
   This command will create the required system partition and make it active.
   

5. Check Group Policy Settings

Ensure that the Group Policy setting "Deny write access to fixed drives not protected by BitLocker" is not enabled:

1. Open the Group Policy Editor (gpedit.msc).
   
2. Navigate to Computer Configuration > Administrative Templates > Windows Components > BitLocker Drive Encryption > Fixed Data Drives.
   
3. Ensure the policy "Deny write access to fixed drives not protected by BitLocker" is disabled.
