Windows 10: Cannot download Windows 11 Disk Image ISO

I have an issue with flashing desktop icons and inability to access Windows start or use Windows search. I tried the "Windows 11 Installation Assistant" since it is the first time I got a suggestion for it, but it seems not working it finishes all the work but the download still there, I will try the "Disk Image (ISO)" method and see if it fix the issue

I will try to use another network environment since I don't use a VPN while accessing the website
