Windows 10: Update to Windows 11 24H2 causing stuttering/frame rate issues

I have an HP ENVY x360 Convertible 15-ee0xxx, with AMD Ryzen 7 4700U with Radeon Graphics, 2000 Mhz, 8 Cores, 8 Logical Processors. Today I just updated to Windows 11 version 24H2, OS Build 26100.4061.Ever since I did this, I am getting frame rate issues when using my mouse on my desktop, watching any video, and in games. None of these issues were present before the update.What should I do? I have time-sensitive work to do that these frame rate issues are preventing me from completing.

Video Stuttering

Not sure what started causing this issue recently but I’ve noticed movies have a frame stutter or refresh rate stutter or like frame drops on the Xbox Series X. It happens when watching movies on Disney Plus, Prime Video and Movies & TV.

I tried all the suggestions listed around the internet. None of them worked. When using the apps on my Smart TV the stutter/frame drop isn’t there. Even when using screen mirror it isn’t.

Just started sometime in March. Only thing that changed was an update in March. I have no idea what’s wrong.

 

Windows 10 Creators update causes frame rate drops and stuttering while gaming!

So I have been trying to get Microsoft's attention in any way I can. This issue is literally rendering my gaming PC nearly useless.

Ever since the Creators Update I have had severe stuttering and drops in frame rate. I took to an online community that was having the same problems I was and they have tested this situation many times. With multiple combinations of Windows 10 versions
and Nvidia driver versions, the people on the forum managed to determine that the problem develops with the Windows 10 Creators Update build 1703.

Most of us suffering from this have already exhausted all the suggested remedies and the problem still persists. Some of us have been dealing with it for around three months now. I just recently switched to PC gaming and I'm already extremely angry and
infuriated. It feels like they're trying to ignore us or sweep us under the rug and step over us.
