Windows 10: I have 2 users, can no longer press tab to select the second one on the lock screen.

I have two users on my installation. When on the lock screen, I used to be able to hit tab to jump from the ENTER PIN text box to the most recently logged in user and then hit tab again to select the second account below it in the bottom left. I believe the new update has removed this for some reason, which is very very annoying as it is how I have logged in for years. Windows 10 Lock screen - "Other user" option missing User name and Password fields

This is seen on domain joined Windows 10 Enterprise 2016 LTSB

Under some circumstances clicking the "Other user" option at the lock screen with a user logged in will not display the User name and Password fields. Using tab and enter to select the current user then "Other user" will make them display. Has anybody else
seen this issue?

Full repo instructions. There may be a quicker way to get into this state, but this is consistent:

• Have User1 logged in
• Lock the screen
• Enter an empty password 6 times for User1
• Windows will display "Welcome..." message for a few seconds, then "The password is incorrect. Try again."
• Clicking ok will go to the "Press Ctrl+Alt+Delete to unlock" screen
• Click "Other user"
• Username and Password fields are missing

To get out of this state:

• Press Tab untill User1 is highlighted
• Press Enter
• Press Tab until "Other user" is highlighted
• Press Enter
• User name and Password fields are now displayed

Setting the timeout for Lock Screen

• Press Windows + I and select personalization.
  
• Select Lock screen.
  
  
• Select the Screen Timeout setting.
  
• Select the time of timeout you need and check.

Whenever I activate my lock screen manually, it works, but after going back to the desktop, it no longer functions.

First, make sure that you are connected. Windows Spotlight captures images from the
Bing search engine. The pictures may not change if you're offline.

If you're online and the pictures are not changing, we suggest that you restart
Windows Spotlight. Here are the steps:

• Right-click on the desktop and select Personalize.
• Press the Lock Screen tab
• Under Background, switch from Windows Spotlight to either
  Picture or Slideshow.
• Log off and Log in.
• Go back to Lock Screen and select Windows Spotlight again.

If the issue remains, follow the steps below to reset Windows Spotlight:

• Right-click on the desktop and select Personalize.
• Press the Lock Screen tab
• Under Background, select Windows Spotlight.
• Right-click on the Start menu, select Windows PowerShell (Admin).
• Enter the command below and press Enter to reset Windows Spotlight:

6. Restart your PC.
