It says this "The feature you are trying to use is on a network resource that is unavailable." does anyone know how to fix this?

We would need some more information from your end.

1. Are you trying to download the 2017 C++ manually or through Windows update?
2. Did you make any changes to the computer before this issue occurred?
3. May I know the current build and the version that you are working with?
4. Check for the current Visual C++ installed on your PC?

Step 1:

Click on Settings >Update & Security> Check for updates, try to install the update available.
