Windows 10: Windows 11 laptop won't let me reset it after another reset

My laptop is almost 3 years old, and I've thought that it's about time to reset it. It's become a bit laggy, the hard drive is cluttered, so I've backed up everything I might need onto my flash drive and reset the laptop. The thing is, I forgot to click the switch that cleans my hard drive, and I wanted it clean. So, after booting it up, going through the setup shenanigans, I tried resetting it again. But the thing doesn't work! When I click on the button, the cursor says my laptop is thinking for a little bit, and then nothing happens. I've tried everything the internet has told me: going in

How to reset whole netsh? (Windows 7)

Was wondering has the commands changed somehow since on Windows XP and on Windows Vista 'NETSH INT RESET ALL' cleaned entire netsh up from top to bottom.

Now on Windows 7 this same command says no go and only way I can see it is by building .cmd/.bat which does something like:

(I know I could add more entire list of entries there is, but looking for clean delete/wipe settings & default everything not to dump entire list of resets.)

So, anyone got a plan B?

reset laptop password

i could not figure out what forum this should go in, so feel free to move to whatever forum it should be in.
a friend just called, and said he has 2 daughters and 2 dell laptops. his daughters have lost the password to both laptops. is there a way to reset the password without a full reformat? he said his daughters have a lot of music, pictures, ect. and wants to avoid reinstalling windows.
i know that a long time ago there was a jumper on the motherboard that would reset the password on a regular pc. is there such a jumper on a laptop? or is there any free software that would let him reset the passwords? he can not afford a dell tech to fix, and i told him i would see if there was a way to reset it without a format. thanks!
