Windows 10: Your Pin is no longer available due to a change to the security settings on your device.

After an Update I have been unable to log back into my PC. I get a message at the welcome screen stating that "Your Pin is no longer available due to a change to the security settings on your device". I am asked to create a new pin but when I click on the link it sends me to a Microsoft screen asking me to verify my account by sending code request to the shown email. The shown email is my Microsoft email that I use to log into my Microsoft account and not the email used to receive verification codes. I am unable to change the email on the screen and therefore the code is never sent to that em

After resetting my windows 10 pc (Dell Latitude 3190) I receive the message "Your PIN is no longer available due to a change to the security settings on this device." I cannot enter Safe Mode either. During the Reset I was asked something about the TPM? and I selected to allow the change/erase. I've tried multiple solutions listed in this forum to no avail. Any help is greatly appreciated.
