Windows 10: Is this suspicious?

Now, this was not my device or part of my account. But my father was on the computer when the screen froze and a message popped up that said the screen had been locked by Microsoft Defender Security and we had to contact customer support using this number 833-417-3019. We had talked to someone who talking us through trying to “get rid of the hackers.” He made it sound like through the computer our internet had been compromised. However, as the computer was loading to, he told us that we had to wait to contact our banks or anything related to our finances so it wouldn’t alert any hackers. I b

Turn On Windows Defender Block Suspicious Behaviors in Windows 10  

The DWORD is set to 0 and I cannot get the process you suggested in the "NOTE" portion of the tutorial to work. Two attached screen shoots will show the before and after attempts to change the Permissions necessary for access to the DWORD change.




Access is denied. (Note-Protected folder in Defender is turned off)

• Confirm which build is currently installed on your device. To check, follow the steps below:

• Press Windows key + R, then type in winver.
• Click OK.

• Have you tried running the Windows Defender to scan the said suspicious CA's?

Where do I find the Consumer Complaint Form? The notification from Microsoft about a suspicious login attempt suggests that I fill out and submit same.
