Windows 10: Can I change my keyboard layout without restarting the PC?

I have a laptop with an English keyboard. Most of the time it sits on my desk, and I use an external keyboard with a Japanese layout. I do occasionally take the laptop away from the desk and type on the built-in English keyboard.When I attempt to change the keyboard layout, I am told that the new setting is effective after restarting the PC. Is there a way to change the keyboard layout without restarting it?

This suggests to me that you are using the wrong "keyboard language" for your keyboard, and that therefore you first step would be to determine exactly what language keyboard you have. Possibly have a look at Windows Keyboard Layouts - Globalization | Microsoft Docs.

(The age of any laptop capable of running Windows 10 at all should not be a problem as regards keyboard layout)
