Windows 10: Shimmer & Unresponsiveness

HI,Just a quickie. What does a shimmer egg-timer next to your pointer/cursor, mean on a windows 10 pc?At the same time, apps or webpages I am trying to open...will not.If they eventually do is is very slow to load.I am clocking the cpu at about 80-85% at the time...which isnt breakneck speed, nor is it normal speed.I would attach a screenshot however the mouse pointer is not shown on Paint.Any queries/clarification requests, are welcome.regards

Windows 11 Screen shimmering, flickering randomly.

Every couple of days my Windows 11 Dell XPS 8940 desktop screen shimmers. Can't read words as everything shimmers. Maybe flickering is the right word, but a thousand times a second. The entire screen goes white, sometimes pink. I have Ctr-Alt_Del bringing up task bar sometimes shimmers too. Sometimes not. rebooting computer solves problem for a couple of days, or sometimes just a few hours, I have followed a long list of suggestions from Dell and Microsoft, including:

1 Checking monitor and desktop connections, verified cables, etc.

2. Updating graphics card driver, display adapter, ( Intel(R) UHD Graphics 730)

3. Removing any recent programs

4. Removing Norton anti-virus,

5. Removed animation effects

If this is caused by a defective or incompatible graphics card I can purchase a replacement and install it. I hate to spend that money unless I know it will fix.

Any other suggestions?
