Windows 10: I got a problem logging in my personal laptop

I'm stuck on my pc loading screen. It says it got a problem and my PIN is not available. Then it offers to set my PIN. I log in my Microsoft account with password and email code. Then I get info about PIN and how to change it. I can click "cancel" or "continue". The cancel button return me to my logging screen and I have to do all above once more. After clicking the continue button it says that something went wrong. Failed to set PIN and I can try again or skip and set PIN later. "Try again", doesn't do anything. "Skip" button returns me to logging skreen. I don't have any access to my compute

I already did that. A couple of times. Most recently, as follow-on steps to your recommendation to delete my Personal Vault permanantly:

1. Followed your steps to permanently delete Personal Vault on OneDrive web
   
2. On my laptop:
   
   1. Disabled OneDrive backups
      
   2. Unlink this PC
      
   3. Uninstalled OneDrive application
      
   4. Deleted OneDrive folder
      
   5. Rebooted
      
   6. Reinstalled OneDrive
      
   7. Logged back in and retried Personal Vault - same error
      

 

Best laptop under $800??

Well the last one I suggested seems to be the best for 650$

You may experience this challenge if there are issues with your laptop like intermittent connectivity. To better isolate the issue, kindly answer the following questions:

• Are you trying to log in using a Microsoft account?
• Were you able to log in before?
• Were there any changes made to the computer prior to this happening?
• When did this start happening?
• What troubleshooting steps have you done so far?
