Windows 10: SQL 2019 express wont install on new laptop. Exit code 2061893606 Error wait on database...

Have read previuos topics but they dont seem to helpNew laptop HP 17.3-inch Laptop i7 cn3029TUHave tried installing both 2019 and 2022 express editions with same error.Have wiped all traces of each install before trying again,Read about the 256 misaligned logs and tried the work around with the registry as sugested by Microsoft. I'm unable to install SQL Server 2019 Express Edition. Every time it's giving me this error

Transferring SQL Express database from Primavera P6 15.2

I have a SQL express database on SQL server 2014 with nearly 10 GB of size. While to backup the database and transfer it to a new laptop windows 11 installed with Primavera P6. It is facing error on Bad private user name or password. Check the public group ID.

How can i transfer the SQL server database on a new laptop , update to P6 21.2 and convert to a new database type.
Lets SQLite.
