Windows 10: I can’t use chrome because of family safety settings but I’m not in any family?

I have been trying to access chrome all day, I had tried to open it this morning and it had said I had some family setting. I went to remove my account from said family and also removed myself/the “parent” from the group. Although the family is deleted it still says I cannot access it and to ask to use it. How do I fix this? I have attempted to find answers but I also can’t login to the account that is the “child” to make a new family and remove the disabled permissions.

Microsoft Family Safety), is a free set of features available on Windows 10 PC and Mobile that is bundled with the Windows 10 operating system.
Please ensure that the parent email account is set as an administrator on the child's laptop. Once done, you may follow the steps below to properly manage the settings on the Family Safety website:

• On the Start screen, type Family Safety.
• Click on Settings.
• Click the Family Safety icon.
• On the bottom part of the window, click Manage settings on the Family Safety website. Your default browser will direct you to the Family Safety website.
• Sign in using the parent account.
