Windows 10: How do I get out of the restart loop?

So I am privatizing my school PC, to do this I had to reset to factory settings. The problem is that I cannot do anything anymore. Everytime I open the PC, I get met with the "Sorry, we ran into a problem" blue screen and the INACCESSIBLE BOOT DEVICE code. I cannot open windows RE and I do not know what to do.
