After you change you motherboard, the TPM detects the change and will ask you to change your pin. But you need to be online to do this, and after you've change your motherboard, you need to install drivers in order to connect to the wifi, but you can't login to install the drivers, because it ask you to change the pin. This circular dependency means you can't login anymore.

Follow these steps to set up a PIN on your Windows User Account:

      Set up PIN sign-in.

    Changing motherboard and Windows

assuming you have the same SATA controller (and set to the same mode, EG IDE/AHCI/RAID) it will just install your other drivers, ask to reboot and then likely ask you to activate.

To be honest, its best to reinstall windows when you change hardware like that.
