Windows 10: When want a reinstall Windows, always get a recovery screen 0xc000000f

When I'm want reinstall Windows, I always get a screen with recovery when I'm boot from flash drive, tested 2 flash drive but still get a recovery

My windows 7 on startup gives error message 0xc000000f. I do not have recovery CD. Please suggest any solution.

The error code 0xC000000F is usually caused by operating system failing to read the booting configuration data. We suggest booting your computer using bootrec.exe utility by following the steps below:

• Restart your computer.
• Insert USB installation disk in the appropriate drive.
• Restart your computer again and press any key when prompted.
• Select the correct date, time, currency, language and keyboard before pressing
  NEXT.
• Click the operating system to be repaired.
• Click Command Prompt in the System Recovery Options.
• Type bootrec.exe in the prompt before pressing Enter.
