Windows 10: Using an Xbox controller to log into Windows renders the controller unusable in games.

When I use my Xbox controller to enter PIN on the login screen which I just realized it can do so, Steam won't recognize the controller until Windows restarted.It's a shame since I find it so convenient to be able to enter PIN with the controller.
