  1. What does this dump thread mean?

StartFragment IRQL_NOT_LESS_OR_EQUAL aAn attempt was made to access a pageable or completely invalid address at aninterrupt request level IRQL that is too high. This is usuallycaused by drivers using improper addresses. If a kernel debugger is available get the stack backtrace.Arguments:Arg1: 0000000000000000, memory referencedArg2: 000000000000000c, IRQLArg3: 0000000000000001, bitfield : bit 0 : value 0 = read operation, 1 = write operation bit 3 : value 0 = not an execute operation, 1 = execute operation only on chips which support this level of statusArg4: ffff

    How to Dump Networking Parameters?

Had a customer with this problem, they had a brand new Dell Optiplex 3050, with Windows 10 1709, and Realtek Gbit Family of lan adapters (wired connection). After much troubleshooting (many suggestions listed in the course of this thread), it turned out the PC needed a bios update. Among the updates listed on the dell website for bios version 1.52 (I flashed it with the latest 1.92) was "Update RealtekLOM".

LOM is "lan on motherboard" and the Realtek has flashable firmware.

One step for others having this issue is to check their computer manufacturer's website for "Lom" firmware updates for the particular network adapter - whether integrated or an add-in.
