Windows 10: Cursor constantly flickering to "busy" every second after KB5060842 update June 2025

I'm not sure when this problem started really but the earliest I can definetely remember it happening after the I did this month's windows update. The cursor would flicker to "busy" for a split second before returning to normal. It does this every second. I checked task manager, cpu is at 3-15%. no suspicious processes. sorted cpu usage by most. again no suspicious processed. I already have totalav and norton completely uninstalled with any trace of them probably gone. The only antivirus i have is windows defender. i turned off real time scanning and the flickering cursor is still there. Disab

Mouse cursor constantly changing to "Busy" after 2022-04 Update

Windows 10 Home 21H2. System updated three days ago with KB5012599 and KB5012117. The symptom is exactly the same.

The mouse cursor making as untochable/not interactive on desktop items, windows and menu items, every 6 seconds or so showing the system busy for a split second with a blink of the cursor (hourglass). All system elements cease to be interactive and clickable. It makes it completely impossible to work.

It is a mega-failure in the dropped system updates.

After updating a number of both Windows 10 Pro & Windows 11 Pro systems with the 2022-04 Cumulative Update for x64-based Systems, the mouse cursor constantly switches between normal and "Busy" every few seconds.

Has anyone else seen this?

If so, anyone with a fix?

Flickering mouse pointer.

Method 1: Ran sfc /scannow. No problems detected at all. Integrity is fine.

Method 2: ran/restarted according to article (which is an older one) and made the following observation(s);

After each restart, it takes up to 5 minutes for the flickering to occur. How does it happen: at first the "background busy" cursor appears for 2 seconds, then after 3 seconds that cursor appears again for 2 seconds, then the flickering appears every 3 seconds
of the "background busy" cursor for a fraction of a seconds.

Why it is only the background busy cursor is a mystery. Also, all other cursors including the background busy do not show the flickering when they are in use. The whole thing is really a mystery.
