Windows 10: SQL server 2022 Express cannot be used after upgraded to Windows 11

We have a HP desktop here that is running Windows 10 Pro and has SQL Server installed. After upgrading to Windows 11, SQL can neither be opened nor started. I tried reinstalling, but no luck.

currently in work we have PC with Windows 11 Pro license which is used as small "server". Here we have installed MS SQL servers.
We want to add new software database into MS SQL 2022 Express Edition but software creator said we need Windows Server License in order to use SQL Express in local network so client computers can connect to our "server".

Do we really need an Windows Server license for this?

SQL 2019 Express is installed and working properly.

Action performed:

SQL Express 2022 Installation is failing with error code 2068052310 in my Windows 10 (22 H2) machine.

below message is from the Summary.txt which was created by SQL installer

when I searched against the error code, I found suggestions to uninstall ODBC driver 17 and retry the SQL installation.

I could not find the root cause why this issue would occur.

It would be of great help if someone please tell me if this can be detected before hand. We can mention this in readme, asking user to do a pre check and then perform the installation.
