Windows 10: Wipe for recycling not working

how can I wipe my hard drive for recycling if the recovery options are not working. The process starts but after about an hour it encounters issues and restores what it started. This is on a Windows 10 machine. I am accessing through booting in safe mode and going to reset, remove everything.

• Fill up the box for your allotted maximum file size for your Recycle Bin.

Recycle bin is missing in Windows 10

  Press Windows Key + R and type "gpedit.msc".

  Navigate to User Configuration" - "Administrative Templates" - "Desktop".

  In the right pane Double-click "Remove Recycle Bin icon from desktop".

  Check if it is enabled/disabled. If it is enable I suggest you to disable it and check if it helps.
