passkey across multiple devices without linking devices

I have about 50 devices I log into on a weekly basis; some devices have shared accounts eg domain accounts many do not eg android, mac, windows.I will never link any of these devices together; that is a MASSIVE security risk eg going through Customs where there are no civil rights protections.I dont always have my phone with me; and I know people that do not have and will never have a smart phone. So can someone explain to me how to manage and share passkeys between multiple devices without linking devices nor using any sort of "authenticator" smartphone app?Lets start with a simple scena

How to enter bluetooth device passkey into Windows 10

Trying to pair a bluetooth device (Kindle tablet) to my desktop PC. Bluetooth turned on in both devices. Tablet show my computer's name and provides a passkey that Windows 10 must use. When I go to Devices and Printers, Bluetooth...Windows will search for devices, list an unknown one, but I see nowhere to give it the passkey to use. I tried Add Device, but it only searches. Does not ask for passkey. Where do I enter passkey information for a bluetooth device into Windows 10?

Disable "iPhone, iPad, or Android device" option for Passkey Sign-in

Ok, so it is not that you already have that set up and have scanned the QR code using your mobile device, but you've been using security key instead, and now this pop up creates an extra step for you, because you have to click the security key option manually, is that right?

In that case, then no, the website will not be listed in the passkey section. And also there's no way to default the security key over the passkey. I am afraid this is something that will have to go to Feedback hub (Windows +F).

    X800 GTO2 = Unknown Device

I flashed the BIOS on my X800 GTO2 last night and it is listed in the Device Manager as an Unknown Device. Is this normal?
