Windows 10: url blocking doesnt works in windows 2016 datacenter

Discus and support url blocking doesnt works in windows 2016 datacenter in Windows 10 Software and Apps to solve the problem; i blocked special urls from Defender portal and it blocked in every VMs, It works correctly in every server, Except for 2 servers.     i blocked special urls from Defender portal and it blocked in every VMs, It works correctly in every server, Except for 2 servers. They are Windows 2016 Datacenter, and all configurations are same. Here i show status:EnableNetworkProtection, AllowNetworkProtectionOnWinServer, AllowNetworkProtectionDownLevel, AllowDatagramProcessingOnWinServeAll of them are true

    Does Windows Server 2016 Datacenter have wlanapi.dll?

    VPN UNlimited newest version crashes on startup if it doesnt find wlanapi.dll.

    My Windows Server 2016 Datacenter doesn't have wlanapi.dll in system32.

    From google queries, it seems this is not supposed to happen. Also IMO it's really unprobable for a barely modified Azure provided Windows Server 2016 Datacenter VM to lose a dll.

    Official support says they need that dll to run but dont know if Server 2016 Datacenter usually has that dll.

    Does Server 2016 DC usually have that dll? Should I install it manually, or is there an "official" fix?

    Hello,

    I would like to know if a Windows 2016/2019 Datacenter license contains a number of User CALs ?

    In the past I have seen to some unofficial sites, that 2016 Datacenter edition licenses include 25 User CALs. Is that true ?
