Windows 10: Partner Center Does not allow access to hardware

I've been signing my drivers for years now. The link that I used to use for the "Submit New Hardware" button gives me this response:Access restrictedWe're sorry, you don't have permission to access this page because your Partner Center account has been deactivated. unable to find apps and games in Partner center workspace in the latest upgrade

Developer account is valid until sep 2069.
would be thankful if anyone could share steps to find the apps and games in partner center workspace.

 

Windows Firewall - how to allow access

I believe that my firewall is blocking access to Family Tree Maker / Ancestry / MacKiev SYNC - I can't see any reference to any of these names in the allowed list ....

I can't see any way of adding to the allowed list

Any suggestions ?
