Windows 10: How to map HID code to Scancode

I have make custom keyboard filter driver and a custom layout file for my windows system. I have Firmware for the custom keyboard with new keya Modifier key.From Firmware i am just passing the reserved HID code and from filter driver and layout side i have implemented logic for making that key as a modifier key.Example:-From Firmware i am sending 0xFC hid code and from driver i have Assigned 0x7D scan-code to that new modifier key. I just want to know that how can i map 0xFC HID code to 0x7D Scan-code, so my entire functionality i implemented can work. -I know that mappings for hid to scan c

Win Key and Left Control don't work. ScanCode Map isn't where its supposed to be

Like the topic says. I've been trouble shooting for over an hour. It started with noticing that LftCntrl wasn't working. I used OSK and other keyboard testers and confirmed that LftCntrl wasn't saying it was being pressed. During these tests the Win key
didn't show up either. I tried Win Commands to confirm.

First thing I did to fix it was to uninstall the keyboard drivers and restart computer. Everything downloaded properly (though before and after the uninstall there where 3 HID keyboards). Problem persisted. I asked some tech savvy folks around me for help
and suggested I find out if the keys had been unbound. Did some googling to figure out how and can't find ScanCode Map. Screenshots show the lack of ScanCode and the HIDs (note I'm not concerned or asking about the HIDs adding those in case its part of the
problem.

The Keyboard is brand new, out of box less than a month, it's a Logitech G413 Carbon. The PC is a Inspiron 5675 running Windows 10 also brand new.
