Windows 10: Account blocked

Hi,I'm trying pretty hard to retrieve my account that was hacked before.I have simpled gave up to use it and as i could see by the blocked, the hacker still try to login.The fact is I do some archives that i want to download in the cloud and I can't unblock the account.I've tried follow the steps shown in the instructions such redefine a new passaword and i did for a bunch of times ans aldo tried in another devices and the result it's always the same message: Please retry with a different device, use a VPN, or other authentication method to sign in. Remove account

I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:
