Windows 10: After Clicking Install Button, Install Button Changes to Spinny Wheel and Hangs

A bit of background for how I got to this point: I have a friend of a friend who is trying to install the Minecraft Launcher and is running into countless problems... half the time it would show the "Minecraft Launcher can't open because it cannot be found" error, and the other half the time it would open open but hang on the installation screen, with the progress bar remaining empty. Eventually I decided to try having them uninstall and reinstall the Minecraft Launcher.Upon uninstalling it, and then clicking the "Install" button in the Microsoft Store, the button is now hanging indefinitely a

I can open and search the apps in Microsoft app store but when I click on install button the app is freezing and I am not able to anything. I tried running the windows trouble shooter and clear app store cache as suggested

here nothing worked.
