Windows 10: I have access to the email of the account im trying to recover, why cant I use that to recover?

I have access to one of my accounts Im trying to recover. When i try to change the password it only gives me the option to get a code to my old phone number, which I dont have anymore. So I click dont have access to any of these and its telling me to enter a new email, and ask me questions. When I finish answering the questions it tells me it wasnt enough to verify ownership. How do i use the MAIN email to get the account back
