Windows 10: Not able to cashout to paypal or Amazon gift card??

I try the Amazon gift card and it says, "Error while redeeming". When I try to cashout with PayPal it says "Sending verification code" with a turning circle on the side of it. Never receiving a code to phone or email. I have tried on 3 computers and 3 different networks!! I send in service requests, and they say nothing is wrong but to go back and make another service request!?!? Yes, I have the right phone # and email. I have checked that several times. I have made at least 4 service requests.

Hey Guys so I would like ti purchase something from the Microsoft PC game store but I cant find i gift card on amazon(I have a gift card on amazon) But I have a problem I can only find Xbox gift cards is it possible to change the gift card from Xbox to the
