The Users list compared to the Profile list you posted earlier tell me there is not an issue with Users (a known issue where there is a profile in the list, but not actual User folder).

The error code suggests corruption in the CBS manifest:
Try these steps one at time until the issue is resolved or you run out of steps.

Is Windows activated?
No? Activate Windows 10

Launch Command Prompt (Admin)
enter the following line
reg query HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate /s
If DisableWindowsUpdateAccess REG_DWORD 0x1

launch regedit
navigate to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\WindowsUpdate
change the value of DisableWindowsUpdateAccess to 0
exit regedit
exit Command Prompt

Launch Windows Update

Restore health to the component store

"regedit" not showing all keys, Hidden Registry entries

I just try software and Windows get broken and startup fail. By the software FAQ guide, they say to copy SYSTEM registry hive to another PC and load it, then do 8 steps to remove their driver and service. On problematic machine this key wasn't visible, but
on other same W10x64 and "regedit" they were visible when loaded?

Why in WindowsRE this keys are not visible? Any idea why this hidden keys exist and they can be used for malware? And if there is way to be shown in WindowsRE.

p.s. I have not tested to load copy of SYSTEM hive and load it to see if this will be visible.

To restore the registry
Open Registry Editor.
Click Options, and then click Print to print these instructions. (If you are using the Help and Support Center, click Print above the topic area.) They will not be available after you shut down your computer in step 2.
Click Start, and then click Shut Down.
In the list, click Restart, and then click OK.
When you see the message Please select the operating system to start, press F8.
Use the arrow keys to highlight Last Known Good Configuration, and then press ENTER.
NUM LOCK must be off before the arrow keys on the numeric keypad will function.

Caution

Incorrectly editing the registry may severely damage your system. Before making changes to the registry, you should back up any valued data on your computer.
Notes

To open Registry Editor, click Start, click Run, type regedit, and then click OK.
Choosing Last Known Good Configuration provides a way to recover from problems such as a newly added driver that may be incorrect for your hardware. It does not solve problems caused by corrupted or missing drivers or files.
When you choose Last Known Good Configuration, Windows restores information in registry key HKLM\System\CurrentControlSet only. Any changes you have made in other registry keys remain.
