Windows 10: Settings won't open, Internet won't work, won't even fresh start

I turned on my windows 10 hp laptop a few days ago and the internet wouldn't work at all so i went directly to "network & internet settings" by pressing the button located in the internet pop-up/panel thing and that window immediately closed. After trying to get to those setting a few times that same way I tried going to setting by using the start menu, and it would let me get to the first settings screen with all the options of where to go but as soon as i pressed something it closed again. I noticed a pop up in the task bar that would let me get to "windows defender security center" and that stays open, but I couldn't find anything that said there was a problem. Google Chrome opens but internet doesn't work. Internet explorer only opens for a second before closing. Checked for viruses or threats using "Webroot Secure Anywhere" says one threat removed. Everything is still the same. Turned off computer completely and waited 20 seconds. Turned it back on, again everything is the same. Waited a little bit and a troubleshooting settings window popped up saying some applictions wont start, check for problems? I pressed it. It got through the scan, saying go to this other window to check for problems, i open it, and it never stops loading after 4 hours i closed it and turned off the computer and left it for a few days. Turned it back on, everythings still like that, tried opening folders to save some on a usb (but the usb isnt plugged in yet). Folders opens and I can navigated to downloads just fine. I plug in usb, folders window closes (Note, I've had to usb for 8 months, use it often on trusted computers, never had a problem). I ejected the usb using the task bar pop up next to battery life. I try pressing folders to open it, everything on the screen "blinks out" and closes everything but "windows defender security center" (which opened on its own and so did a malwareby pop up), never opens and it "blinks" everytime i press folders. Seeing no other option I pressed "additonal info" under "fresh start" located in the "device performance & health" tab in the "windows defender security center" and then pressed "get started" and followed the prompts until it start the process of doint it on its own. it never finishes, saying it can't preform the process, go and press everything to check if it partially doing the process did anything but everythings still the same. There are some files I desperately need before completely resetting the computer if it comes to that. The main question is how do i fix my computer? The next would be if we have to reset it to where I would loose all my files how do i save the files I need?

Lumia 830 main camera won`t start

After windows 10 update my lumia 830 camera won`t start . It says Camera won`t start . I tried other camera apps but camera still not work . Front camera working plz help me . I did hard reset , soft reset , downgraded to 8.1 but problem still persist

 

my n97 won t charge or connect

when i put a usb on my n97 it won t charge when i put on the computer it won t say nokia pc suite or else it not reading the usb cannot work on my phone plz hel
