Windows 10: Windows automatically adds new languages

Discus and support Windows automatically adds new languages in Windows 10 Customization to solve the problem; Every time, after I play any game, Windows automatically adds EN-US and EN-UK languages.     Every time, after I play any game, Windows automatically adds EN-US and EN-UK languages. But when I open language settings, I don't see those new languages, I only see those, that I added by myself, so in order to get rid of new ones, I have to add them manually and then remove it. This is annoying as hell...
    My region is set to Norway. Windows version: Windows 10, English - United Kingdom
    By default, I have 2 languages in my system: Russian and English (don't care which one).

    For example, I've installed:

    • "English (United State), US Keyboard" (US-US)
    • "Russian (Russian keyboard)" (RUS-RUS)

    After playing DOTA, I find 4 languages:

    • "English (United State), US Keyboard" (US-US)
    • "Russian (Russian keyboard)" (RUS-RUS)
    • "English (United Kingdom) United kingdom keyboard" (UK-UK)
    • "English (United Kingdom) US keyboard" (UK-US)

    If I had installed "UK-US", then it will only add "UK-UK".

    Or if I had "UK-UK", it will add "UK-US".
    And if I had "US-US" it will add both UK versions.


    But when I open language preferences, I don't see these new ones, so I have to manually add them, and then remove them.

    I've already tried to change my English keyboard language to match any of those English keyboards versions, hoping that this will help to prevent this auto-adding "feature"... Didn't help. Also, I've tried to run troubleshooting. Didn't help. Also, I've tried all possible combinations of input languages, region settings, windows display settings and even tried to set "language for non-unicode programs" settings under "administrative language settings"... Didn't help.


    Please keep in mind this when posting hypothetical solution.


    If needed, I can provide with screenshots or even video of me suffering and swearing in dirty Russian trying to fix this problem.


    I've found several threads on this forum related to this problem, but none of the suggested solutions didn't help.

    Windows 8.1 update changed the language, can't change back

    Maybe, these will help... it seems it is a common enough problem.

    Language packs are no longer available after you upgrade to Windows 8.1

    And, sort of the same here --> Add a language or keyboard

    Change your Windows display language
    To change your Windows display language (that's the language you see most often in Windows and apps), first add a language, download and install the language pack, and then follow these steps.

      (If you're using a mouse, point to the lower-right corner of the screen, move the mouse pointer up, click Settings, and then click Change PC settings.)
    • Tap or click Time and language, and then tap or click Region and language.
    • Tap or click the language that you want to set as your display language.
    • Tap or click Set as primary to move the language to the top of the list. If the language can become your Windows display language, you'll see Will be display language after next sign-in appear under the language.
    • Sign out and then sign back in to finish.

    You should be able to use PowerShell to add that keyboard. As part of the keyboard / language definition you are going to have to come up with a unique ID for it like, like en-US, (language-Country). Using that you can add the keyboard

    WINDOWS 10 APRIL 2018 UPDATE ADDED AN EXTRA LANGUAGE AND I CANNOT REMOVE IT

    You can use PowerShell to rebuild the language list.

    Start PowerShell in admin mode

    To start with you can get the current list by entering the following command:

    Get-WinUserLanguageList

    There should be at least 8 lines of information for each language. The first line is the language code, ie en-CA or en-US. Note, for some languages it may be just the 2 letter Language, code or a longer 5 or 6 digit code ie You can ignore the rest. Does this
    list match what you are seeing.

    This page has a list of language codes, LCID-STRING:

    Now you can rebuild the language list using the following commands

    $1 = New-WinUserLanguageList en-US

    Set-WinUserLanguageList $1

    The 2 lines above sets English US as the only keyboard.

    This example sets 3 languages, English US default, plus Dutch Netherlands and German Germany

    $1=New-WinUserLanguageList en-US

    $1.Add("nl-NL")

    $1.Add("de-DE")

    Set-WinUserLanguageList $1

    UK KEYBOARD WRONG IN 1803

    Dave, oOne of our other advisors posted this suggestion:

    There is a known bug in the 1803 version of Windows 10. Microsoft are aware of this issue and hopefully are working on a patch . . .

    For the moment, please use this workaround to set your preferred input language:

    Right click your Start Button, choose Powershell (admin)

    Run this command and hit Enter:

    $1 = New-WinUserLanguageList en-GB

    Run this command and hit Enter

    Set-WinUserLanguageList $1

    Close Powershell and restart your PC

    I am designing a custom keyboard layout for Dotyali language using Microsoft Keyboard Layout Creator 1.4. But while defining a Dotyali as a language for keyboard it does not have any option there and only displays the list of available language in Language
    list in Region & Language.

    The questions here is: how to add keyboard of new language?
