Windows 10: 0x80070005, Error code when trying to download.NET 9.0 Desktop Runtime

For some random reason this file is required for most of my computers operations and downloads and It won't install. I don't know why it uninstalled it's self in the first place but now I can't get it back, Any work arounds? Cheers.

Trying to download windows 10 to a media device (USB) for installation on another PC and keep getting this error. Am wondering if I should be following the steps suggested for error code: 0x80070005-0xA0019 ?
