Windows 10: 0x80070017 Error when playing videos?

Hey there, I've been encountering an error when trying to play videos on my laptop.


I'll start at the beginning, the latest Windows 10 Update left a file called $WINDOWS.~TMP on my external hard drive, which I ended up deleting by accident. Since that was deleted, my videos aren't playing back properly. Some will play for the first couple of seconds, only to freeze and say that they can't play. This issue isn't consistent across all of my videos, but it's causing issues with other applications, such as Photoshop, as I am unable to import video frames into layers.





I've tried troubleshooting my videos, troubleshooting my updates, resetting the settings on the video player, reinstalled Windows 10, version 20H2, used VLC to see if they would play and some of them still freeze.


I've also tried reinstalling parts of the update that I suspect I deleted when the $WINDOWS.~TMP folder, but some of them won't let me even install them.


Is there anything I can do to fix this issue? The only thing I can think of at this point is to factory reset my laptop, but I'd rather not have to do that.

Windows Media Player Error: Can't Play 0xc00d11cd (0x80070017)


Trying to play a movie off of my E:\ drive and it plays with good audio and video for about 3 seconds. Then it starts acting like it's buffering from the internet and pausing for several seconds before playing again...ultimately crashing the program with an error message telling me to contact the maker of my Xbox for support. This is a PC I built without scavenging XBoxes or any other video game consoles, even the dust that ended up in the case is original. Why the hell does it think I need to contact Xbox.com in order to solve this problem? Further more, this movie has been on my hard drive for years and hasn't had problems playing until Windows 10.

1. May I know, which video player you are using to play the video?
   
2. Are you able to play the video on any other computer?
   
3. Are you facing the issue with only specific video or with all the other videos?
   

This issue could also occur when the USB or SD card is corrupted when you have transferred the video.

Try the troubleshooting methods provided below to further narrow down the root cause of the issue.

Method 1: Try a different video player.

1. Try to use a different USB to transfer the video, if you are playing it on other computer or device.
   
2. I suggest you to try a different video player and check if it plays.
   
3. You can also check on different device or computer.
   

Step: Run Windows Media player troubleshooter.

1. Press Windows + R key on your keyboard together.
2. Copy and paste the below command and run each at a time and follow the onscreen instruction on the troubleshooter
3. msdt.exe -id WindowsMediaPlayerConfigurationDiagnostic
4. msdt.exe -id WindowsMediaPlayerLibraryDiagnostic
5. msdt.exe -id WindowsMediaPlayerDVDDiagnostic
6. Reboot the computer and check.

Error code Error 0x80070017

So I just started having this issue yesterday in regarding doing pc updates and I keep having the same Error code know as 0x80070017. I looked online and tried the suggested fixes but none of them work on my end.
