Windows 10: 0x8007043C - 0x90017 even with drive "unblocked"

I keep getting an error code 0x8007043C-0x90017 when trying to create Windows 10 installation media (USB stick). The suggestion given by your Help Desk involves "unblocking" the program through Properties > General, but there is no unblock option at that location. The USB has been scanned and formatted, and I have attempted to install with it in NTFS and FAT32, with no change. I cannot directly download the ISO file without changing my browser settings, apparently. Even then I highly doubt that will improve anything.


Any helpful suggestions?

Based on the error message that you are getting, you can unblock a software by following the steps below:

• Open Internet Explorer, click the Tools button.
• Click Internet Options.
• Go to the Content tab, look under the Certificates section.
• Click on Publishers button.
• Select the Untrusted Publishers tab.
• Select the publisher you wish to unblock and click the Remove button.
