Hello, I am trying to update windows 7 pro to windows 10 pro in the mediacreationtool. I have tried doing this 13 times, and every single time I get this error:

My pc is supported by Windows 10 (Dell precision t1700)

I have seen many people saying that you disable getting updates and just update to Windows 10 without the latest updates, though I have not found any

way to do so.

0x800F0830-0x20003 The installation failed in the SAFE_OS phase with and error during INSTALL_UPDATES operation.

I am trying to upgrade a few PCs from Win10 Home to Win10 Pro.

I have the purchased the licenses and downloaded from the MS admin centre. The laptop running Win 1Home upgraded with out a hitch. However the laptops running Win10Home (not willing to move to Win 11 just yet) failed to upgrade with the following message "0x800F0830-0x20003 The installation failed in the SAFE_OS phase with and error during INSTALL_UPDATES operation."

I have removed the antiviral programme, ensured the system updates are up-to-date, disabled Defender temporarily, and disabled secure boot in UEFI boot. Restarted several times between each change.
