Windows 10: 0x800f0900 with a handful of dilemmas

Good dayI am currently having a lot of trouble downloading the 2021-05 Cumulative Update for Windows 10 Version 1909 for x64-based Systems KB5003169 update and the 2021-09 Update for Windows 10 Version 1909 for x64-based Systems KB4023057 update. These are both failing no matter whether I start the downloads apart or together. I have been able to download others in the past, but this is not working. I keep getting guides to send me to sfc scannow commands but these fail almost instantly. When I follow how to fix these down the rabbit hole, I only find that my Security app will fail to laun

Following some instructions found to troubleshoot the error listed in the thread title, I ran the scannow, with these results:

I did not find any OFFLOGFILE flags (searching for the text OFFLOGFILE). I'm not sure how I should proceed.

CBS file attached.

Any suggestions?
