Windows 10: 0xC004F211 without hardware change

I changed my graphics card and re install Windows. I associate my MS account since I know it is required and I can use it to maintain the activation of my Windows however it didn't happen I got this annoying error. Only graphics card change and not the board.

Windows 10 Pro Activation - Hardware Change (0xC004F211)

Error 0xC004F211, tried multiple methods and I'm unable to retrieve the key from my windows copy now that the activation is unavailable. Anyone knows some software to retrieve the key without powershell (empty read-out) and ProduKey. Really been trying to avoid the linux live usb method to retrieve the key that way from a reg file...

Anyway "troubleshooter" either asks me to contact a administrator or doesn't show the "changed my hardware" link button to do the finishing step to fix this. I already am signed in with my microsoft account to which the license is linked to. (since my mobo and cpu swap the mobo in registered PC's it is noted as "to be filled by oem, guess that is the reason for the admin request")

Been trying to fix this for 2 weeks and got several tickets waiting for "call from agent". I get why people download windows key activation tools illegally. Truly at a loss here.

 

Hardware changed but activation not transferred - 0xC004F211

I've just changed most of my hardware today. It now says that Windows is not activated. I don't have a product key, rather it's connected to my Microsoft account. I have had a change a few months ago (I reinstalled and upgraded from x86 to x64 with some
minor hardware changes) and the activation was okay. However this time it's giving me this error.

The kicker - in the course of my checking, I deleted my old device from my account (thinking that I don't have need of the old device and that this might've been the cause of the error due to having the same name), so now when I try to go through the troubleshooting
it says that no devices linked to my Microsoft account can be used for reactivating the device I'm using right now... though in all fairness I've gone through the troubleshooting steps before deletion and it still points to me needing to contact a 1800 number.

When I go to my Microsoft account, it lists this device (with the new motherboard) and says that "No issues found". As far as I remember, I didn't have an OEM version. I don't recall upgrading from Windows 7/8. I have no trouble updating via Windows Update.
Help?

P.S. I'm located in the Philippines, hence I couldn't call the 1800 number given by the chat.
