Windows 10: 0xC1900101 - 0x20017 error code when doing an a in-place windows 10 1809 to 1909 upgrade

I've been trying to upgrade my windows 10 version 1809 to the 1909 using the ISO from the media creator tool I downloaded suggested for this same problem that I read on another post but hasn't helped, the process goes on fine until the final restart, it boots into windows and I get the message the installation failed in the safe_os phase 0xC1900101 - 0x20017. I've tried everything from renaming the SoftwareDistribution folder to .bak and stop and restarted the services but I keep getting the error. I have the setuperr.log and setupact.log but I have no idea how read it, I could post them upon request. I really need someone to help me out, this is really frustrating.

As i am getting error code 0xC1900101 - 0x20017 but you suggested to refer 0xc1900101-0x40017. Just asking which one is right solution for my
issue ?

I have already tried the steps mentioned for error code 0xC1900101 - 0x20017 but No luck.

I also tried to upgrade through Windows Update but same error.

Did you try the list of quick fixes which include removal of third party AV.
