Windows 10: 0xC1900101 - 0x30018 the installation failed in the FIRST_BOOT phase

HP Probook 650G1 running W10 Pro 21H2 has been acting strange won't create a recovery drive and sometimes takes a long time to display directory contents in file manager. Ran chkdsk on drive, SFC and DISM with no errors anywhere. Decided to try reinstall of Windows from website, keeping apps and personal files. Tried several times and always got hang and 0xC1900101 - 0x30018 error at 48% install. Accessed setupapi.dev.log and here is what I found at the bottom of the log no errors indicated above this point:--------------------------------------------------------------------------------

Couldn't not install Windows 10 Error code 0xC1900101- 0x30018

Error code 0xC1900101- 0x30018, The installation failed in the FIRST_BOOT phase with an error during SYSPREP operation. This error code is not found in the Troubleshoot tips, can anyone help?

During multiple attempts at installing windows 10 upgrade from win 8.1, the process freezes at 32% total installation and 6% on the "drivers and features" section. I've waited over an hour with no change in either percentage number.
Error Message: Error "0xC1900101 - 0x30018 - Error in the installation in the phase FIRST_BOOT with an error during the operation SYSPREP

After reboot from the freeze, it just puts my OS back to Win 8.1. I've spent hours on phone with Microsoft with no solution. Do you have any suggestions?
