Error code 28 indicates that the drivers for that device are not installed. I suggest you to try the below given method and check if issue is resolved.

Method 1:

I suggest you to restore the drivers to previous version by rolling back. To restore a driver to its previous version, kindly follow the below given steps.

You must be logged on as an administrator to perform these steps.

• Press Windows key + Xand then click on
  Device Manager. ‌
  
• Double-click the category containing your device driver, and then double-click the name of the device that you want to restore to a previous driver version.
• Click the Driver tab, and then click
  Roll Back Driver.

If you are logged on as a standard user, the button will be dimmed, which means it's unavailable. You must be logged on as an administrator to roll back a driver.

Method 2:

If there no internet connection, I suggest you to download the Ethernet and Network adaptor driver setup file
from the manufacturer’s website using other PC and install it. Double click on the driver setup file and install it and check if internet start working.

Windows 10, down loading updates is stuck at 28%

I have upgraded to Windows 10 and previous updates downloaded and installed as usual.

Now Windows Update says Updates are available

Security Update for Microsoft Word 2010 (KB2965313) 32-Bit Edition.

Downloading updates 28%

And it's been at 28% for almost a week. What do I do to cancel and restart the downloads?

OK I finally found a thread with similar problem and can't find it again- Anyway, the person provided 2 suggestions, one was the troubleshooting tip- that didn't work for me- after running was told no errors

2nd suggestion was stopping various services - I started this and wasn't able to get beyond the step to delete a file- got error that file was in use and could not be deleted- so I didn't bother to go on to step 5. I shut down my computer and restarted-
then it jumped to 30% and hung like that for a couple of hours- I just let that run in the background as I had things to get done. Since it hung up again, I just repeated what I had done earlier and this time everything continued to download and install-
so not sure why this worked but it seems to have and now I'm upgrading to the latest 10. The only thing I haven't checked yet is if there are any failed installs. If there are, then I will post, otherwise, my thread can be closed

Before i did all in place upgrade the previous it works fine except the windows got so many corrupt updates
but after i did upgrade win10 build i got this problem error 28
so it means that the missing driver is because the driver is not compatible with this windows version?

so i dont think step 5 in the link will the problem? because the hardware works fine in the previous windows version/build
already did step 1 to reboot but the problem still exist
and for step 4 i already check win update but no result,did searching but didnt found the patch/pack to solve this problem

as for step 2 and 3, i hope you can guide me how to find the driver. im tootaly noob here. i dont even the function of each driver that i downloaded. is it intel chippset driver that cause this problem?
