Windows 10: 100% cpu and HD usage in task manager but nothing shows up as being used, slows PC to...

I'm having an issue with super slow apps and programs, cant even shut down sometimes. I've reinstalled windows and updated everything. Task manager will show 0 usage then 99% etc, and no programs show any usage at all? Hard drive as well?

Please do this:

1. Launch the Task Manager
2. Click Details
3. Click the CPU column header
4. Make sure the biggest load is visible at the top of the list
5. Use snippingtool.exe to create a snapshot of the frame
6. Save the snapshot to the desktop, then attach it to your reply.

 

Task Manager always show 100% usage CPU

I have just updated the latest version of windows 10 for PC. But Task Manager always shows 100% usage CPU. Please see the link below.

CPU: i7 2600K 3.4Gb

Mainboard: Asrock P67Extreme4Gen3

RAM: 20 Gb

 

CPU usage at 100% but tasks using it are not showing

My CPU usage is at 100%, but when I open task manager, there are no tasks using 100% of its processing power. This is what I mean:





I've sorted the apps in descending order of CPU usage. Adding them up gives 3.9, but the tab heading reads 100%. And it is actually at 100% - the PC is slow that I can't even scroll this page smoothly.

The problem lasts for about 5 minutes, but I experience it several times per day.

I am very sure some other apps are using the CPU, but why can't I see them? I am running an admin account, and I have no other users.
