Windows 10: 100% CPU in settings

I recently installed Windows 10 (have yet to activate), and I am having bad problems with the Settings application (the new windows 10 settings, not control panel). When I open it, Settings proceeds to take up my entire i5-6600k CPU (way over 80%). This is obviously not supposed to be happening since Skyrim(game) barely makes my CPU use 25-30%. I tried to use Task Manager to look deeper into it, but it is just the Settings app, with no drop down arrow to see more tasks/applications running in it.

In the Task Manager, under Performance tab, the disk utilization reaches to 100% due to which system became lagging and unresponsive. It started freezing in few moments and this keeps happening until disk usage reduces from 100%.

Control panel > Power Options > Edit Plan Settings > Change Advanced Power Settings > Processor Power Management > Maximum Processor state.

Also, once I start Chrome 64, it uses lots of cpu and ram to do absolutely nothing.
