Windows 10: 100% CPU load with empty task manager

Run into the issue where task manager shows 100% CPU load while all tasks give 0, already attempted to clear pc of malware with 3 different programs, remove everything in autoloader, update all the drivers, roll back the windows update and kill all the tasks at once with task killer program since after some time of opening task manager the system just freezes. Since everything works fine in safe mode I assume that it might be a hidden miner rather than hardware issue, but I'm not sure.Ay ideas on how to solve that without resorting to extremes like resetting the PC?

That is exactly what I did previously. I tried setting max to 80% to test and task managers cpu displays constant 80% instead of 100% on the performance tab and 80% above the cpu column in the users tab. Sadly it has no effect but thank you for the suggestion.

So you didn't understand. Change the active plan to some other plan and change max/ min processor state values (not CPU) to something other than min %100 and max %100

Just as a test.




If that has no effect then I don't have other suggestions.

Sorry for the late reply to this. I have tried switching the plan to power saver and i set the cpu to 80% but task manager just has it stuck at a lower % with a constant amount. But process hacker displays hardly any %. I also tried clean boot, even with nothing loaded in startup options it still is stuck at 100%. I even went and reset the PC but still task manager remains at 100% cpu constantly.
