Windows 10: 100% CPU usage at ALL times windows 11

Hello all, I recently turned on my computer to discover the cpu was idling at 60c which prompted me to check the task manager. This shows that the Desktop Window Manager is constantly taking up tons of CPU. I followed many different steps I found here and other places online to no luck. I have:-checked for malware-updated cpu and gpu drivers-reset pc to reinstall windows kept personal files-reset pc again wiped everything and installed windows from cloud-restored pc to previous date before problem occured-ran "gpupdate" and "chkdsk" and restartedI did recently install a new power supply, b

Anniversary Update: Windows 10 CPU usage 100% All the time


So I disabled Defender and search indexing completely.

I did a clean boot minus TeamViewer because I have to use it to access my PC for now.









Cortana is acting normally.

Edit: here are a list of the details by CPU usage with Chrome open.

 

cpu usage at 100%

CPU usage at 100% from start up for no apparently good reason. Service Host appears to be the problem but I cant narrow it down more than that at present.

Any suggestions?

I am using Windows 10 full release version 64 bit.

2) Establish a Clean Boot to see if that resolves it:

3) Run System File Checker/DISM in WIndows 11:
