Windows 10: 100% CPU usage but my user only uses up to 80%

Hi, I don't have a very good processor so every tiny bit of CPU I can get will be useful.As stated above, my user won't use full cpu power, avg in about 70 ~ 80 %You can see i have a considerable amount of programs open, but i can't get to 100% on my user.Process Explorer shows the same thing.

Constant 100% Disk Usage, 60-80% CPU usage. Both happen when idle.

Could you also provide a snapshot of Resource Monitor with selected Disk Activity Tab and checked only System:

i would also suggest running checkdisk and sfc /scannow
