Windows 10: 100% cpu usage when just open task manager

Discus and support 100% cpu usage when just open task manager in Windows 10 Software and Apps to solve the problem; is it normal for a cpu to go to 100% when opening the app then going back down to 5-10% if i dont have msedge or any browsers opened. just asking :...
