Windows 10: 100% disc use preventing desktop programs from opening

After i had to power down my PC manually by holding the power button my PC has been experiencing a number of issues. The main one being that some programs on my desktop cannot be openened such as Discord and Steam but others such as my antivirus and Word can be. The other issue is that my disc use is at 100% most of the time, i have tried several solutions to fix this but none of them have worked all the fixes are listed in this article on AVG https://www.avg.com/en/signal/fix-100-disk-usage-windows , this then led me to my final issue is that after un-installing my antivirus i cant re-insta

100% Disc on startup and when opening programs or updating

I've seen a lot of these posts and I've tried nearly everything I've read.

The problem: Disc usage is 100% on startup for an unusual amount of time. When opening programs, windows apps and desktop programs, disc usage shoots up to 90%. This is not normal behavior for this laptop which functioned perfectly before being re-formatted
for sale.

Attempted Solutions:

- Disabled superfetch, windows search and BIT with no changes.

- Disabled notifications.

- Uninstalled any third party anti-virus software

- Ran various diagnostics and did a de-frag. No issues were found.

- Temporarily disabled windows update service and found disc usage dropped to 1% until a program was opened. Usage was then at 100% again.

- Attempted to update windows to see if it was some kind of OS bug? No results on this yet

- Updated Windows Defender to see if ti was causing any trouble. It appears to be working fine though.

I did speak to a Microsoft tech about this and they assured me 100% disc usage was 'normal.' Which is total poppy-**** because the laptop functioned fine before. I've NEVER had a laptop or device at such high disc-usage before and refuse to believe it's
normal to function like this.

Now please, what I want are suggestions that won't screw with anything important (I know some services aren't required for the OS to function but I don't like cutting them out unless I absolutely have to) and I don't want to be referred to things I've already
tried. I'll try to upload some images soon.

As I said, I know there are a lot of posts on this, but I have been looking for answers in these for weeks and have had no luck with any of the suggestions.

Windows 10 Disc 100% spikes

• Press Windows key + R to open the run command.
  
• Type sigverif.exe and press enter.
• Check if you see a list of unsigned drivers.

Step 2: Scan for hardware changes.

• Press Windows key + R to open the run command.
• Type devmgmt.msc and press enter.
• Expand computer and highlight the extension.
• There will be an icon to scan for hardware changes right below
  help.
• Check the USB device to see whether it is working.

Step 3: Hardware and Devices Troubleshooter.

• Press the Windows + X, and click on Search.
• Type troubleshooting and select Troubleshooting.
• Click on Hardware and Sound and select Hardware and Devices and click on Next to run the troubleshooter.

windows 10 deleted my desktop files

Step 1 - I upgraded to Win 10 and lost all my files on Desktop.

Step 2 - Found the files in Network - USers- Desktop

copied all files again to desktop.

Step 3- Restarted my machine again and lost desktop files again.

Step 4 - As suggested did the following as listed below but dont find my files.

• Press “Windows + E”, open This PC/Computer
• Open Local Disc C, open Windows.old
• Click on Users, select your User name
• Go to desktop folder

Cant find my files. Why is Win 10 deleted files again and again from Desktop ?.
